Health Insurance in Turkey for Expats and Foreigners 2026: Residence Permit Rules, SGK and International Cover

Ikamet: policy made in Turkey or SGKSGK after 1 year: 7,927.20 TL/monthOver 65: exempt per older official guidanceExtra worldwide cover from €40/month
Quick answer Foreigners living in Turkey (Türkiye) in 2026 need health insurance for the residence permit (ikamet): a policy from an insurer operating in Turkey that carries the 2014/9 circular wording, or an SGK document. After one year of residence you can join SGK general health insurance for 7,927.20 TL a month. Older official guidance exempts applicants over 65; confirm it at your appointment. Care Expat World does not meet the permit rule; it is extra cover only.

What health insurance does a Turkish residence permit require?

A Turkish residence permit requires valid health insurance for the whole permit period, shown as a private policy made in Turkey with the circular wording, an SGK document, or proof of cover under a bilateral social security agreement. The rule starts in Law 6458 on Foreigners and International Protection: article 7 lists foreigners "without valid health insurance covering their stay" among those refused entry, and article 32 makes not falling under article 7 a condition of a short-term permit. The implementing regulation of 17 March 2016 (article 21) then says applicants must hold valid health insurance covering the permit period they ask for, and that people in Turkey’s general health insurance already count as insured.

The Presidency of Migration Management (Göç İdaresi) turns this into a checklist on the e-ikamet system. For a first short-term application, one of four documents is enough:

DocumentWho uses itWhat the checklist says
Private health insurance policyNew arrivals, retirees, property owners, nomads after the visaMust contain the sentence that it covers the minimum set in the circular of 6 June 2014, number 9; bring the signed and stamped original
SGK provision document (provizyon)People already in SGK, for example employeesE-signed or stamped; in family permits it must cover the sponsor and the family
Proof of an application to SGK general health insuranceResidents who have passed one year and applied to joinE-signed or stamped document from SGK
Bilateral social security agreement documentNationals of countries with an agreement that covers health care in TurkeyIssued by the provincial social security office

Two practical points follow. First, the policy has to match the permit: a short-term permit is issued for at most two years at a time, and the regulation asks for a one-year private policy, renewed at the end of the year, when you request a year or more and are not in SGK. Second, the wording matters as much as the cover. A policy without the circular sentence is not what the checklist asks for, however generous it is. Insurance rules for permits in other countries are compared on visa health insurance requirements by country.

Can a foreign or international policy be used for the ikamet?

Not for an application made inside Turkey: the official rules require the private policy to be made in Turkey by an insurer with a Turkish authorisation or by a foreign insurer’s Turkish office. The Treasury circular 2014/9, amended in July 2015 (circular 2015/31), treats permit applicants as people settled in Turkey. Under the Insurance Law 5684, such people must insure risks in Turkey with insurers operating in Turkey, so the circular concludes that policies breaking this rule "are not processed".

There is one exception in the same circular: if the residence permit application is made from abroad, policies from foreign insurers are accepted when they provide the circular’s minimum cover in Turkey. The implementing regulation says the same in reverse (for applications made inside Turkey, foreign companies’ private policies are accepted only if they are concluded in Turkey), and older migration guidance adds that foreign policies count only when a Turkish branch or agency of the insurer concluded them. If you apply after arriving, through e-ikamet, the rule in practice is simple: buy the permit policy in Turkey.

That is why Care Expat World does not meet the Turkish residence-permit insurance rule. It is a German group contract between the ISPA association and Barmenia, arranged by Care Concept in Bonn, not a policy made in Turkey; its documents do not contain the 2014/9 sentence; and it starts only on the 1st of a month after you cross the border, so it cannot cover an application made from abroad either. Its own terms say the insurer cannot promise that the contract satisfies any local compulsory insurance rule. On this page we therefore present it only as additional worldwide cover next to the Turkish policy or SGK.

Do applicants over 65 or under 18 need health insurance for the ikamet?

Official migration guidance says the health insurance condition is not applied to applicants under 18 or over 65, but anyone who already has valid insurance must present it. The sentence appears in the Presidency of Migration Management’s guidance on application documents. That guidance is not new (one of its examples still uses a minimum wage of 900 TL), and the current first-application checklist does not repeat the exemption, so treat it as the official position but confirm it at your appointment.

The legal hook for the exemption is in the 2016 regulation: where the Treasury has reported that private health insurance cannot be taken out, residence permit applications are accepted without the insurance condition. Note the wording: the guidance says "older than 65" (65 yaşından büyük), not "65 and older", so if you turn 65 this year ask the directorate which side of the line you fall on.

Your ageIkamet insuranceSGK after 1 yearCare Expat World

65 (this year)Ask the directorate (guidance says "over 65")Open after 1 year; no age limit foundClosed
Over 65Not required per guidance; current checklist silentOpen after 1 year; no age limit foundClosed

For retirees this changes the order of decisions. Someone over 65 may get a short-term permit without any policy, but then has no cover for the first year, until SGK opens, unless they buy one. A Turkish insurer may still sell a policy at that age, on its own terms, and SGK membership after a year has no upper age in the documents we read. Our expat health insurance over 65 guide covers the options when international plans close.

What do the other Turkish permit types require?

Family, student and long-term permits use the same insurance documents as the short-term permit, with extra conditions on who must be covered and for how long. The table summarises the official rules we found; the work permit route is run by the Ministry of Labour and we did not research its insurance side in depth.

Turkey has no separate retirement visa: retirees usually apply for a short-term permit on tourism grounds or as property owners. The digital nomad route (age 21 to 55, a university degree, income of USD 3,000 a month or USD 36,000 a year, selected nationalities) is a visa that gets you in; staying beyond it means a residence permit with the insurance rule above. Our digital nomad health insurance guide and digital nomad visas by country compare the route with other countries.

How does SGK general health insurance work for foreign residents?

Foreign residents can join Turkey’s general health insurance (Genel Sağlık Sigortası, GSS), run by the Social Security Institution (SGK), once they have lived in Turkey for one year on a residence permit and are not insured under another country’s system. Law 5510 lists, among those covered, residence-permit holders "who are not insured under a foreign country’s legislation", subject to reciprocity, and says foreigners are not treated as members until their residence in Turkey has lasted a year. GOV.UK gives the same rule for Britons: one year or more, with a residence permit that is still valid.

Membership is voluntary and starts when you ask for it. The joint booklet of the migration authority and SGK says you apply at the provincial SGK office for your address with your residence permit, a document from your home social security body showing your status, and a signed declaration. Once you are a member, SGK membership is itself valid insurance for the permit, so at renewal you can show an SGK document instead of a private policy.

SGK cover is public cover: state hospitals, family doctors and SGK-contracted private hospitals, with participation fees for examinations and medicines. Private hospitals that work with SGK may add an extra charge on top of what SGK pays, within limits SGK sets in its Health Implementation Communiqué (SUT); ask the hospital for the extra charge before treatment. How Turkey’s system compares with other countries is on healthcare systems by country.

How much does SGK cost a foreigner in 2026?

SGK general health insurance costs a foreign resident 7,927.20 TL a month in 2026, which is 95,126.40 TL for a full year (our calculation). SGK Circular 2026/2 of 7 January 2026 sets the amount for 1 January to 31 December 2026: the gross minimum wage of 33,030 TL, doubled to 66,060 TL, times 12%. The amount follows the minimum wage, so it changes whenever a new minimum wage applies; check the SGK circular for the year you pay.

In pounds, the 2026 premium is about £120 a month at the same Central Bank rate. One membership can carry a dependent spouse and children who live in Turkey and are not insured elsewhere, so a couple where one partner is a dependant pays one premium. The exception: GOV.UK says a UK State Pension holder can only join as the policyholder, not as a dependant spouse.

What does foreigner health insurance (yabancı sağlık sigortası) cover?

A Turkish foreigner health insurance policy covers at least the minimum set by circular 2014/9, and insurers may sell wider plans on top. The circular’s minimum yearly cover is modest and was fixed in 2014 lira:

Minimum cover (circular 2014/9)Contracted providerNon-contracted provider
Outpatient careYearly limit 2,000 TL; you pay 40%, the insurer 60%Yearly limit 2,000 TL; you pay 40%, the insurer 60%
Inpatient careNo limit; insurer pays 100%Yearly limit 20,000 TL; you pay 20%, the insurer 80%

The circular adds rules that matter if you change plans. The policy can only be ended at your request if you show a new policy covering the permit period, your permit is cancelled, or you prove you have joined SGK; the premium is then refunded day by day. If the insurer ends the contract, it must report this to the migration authority within five working days. Insurers must hand you English versions of the documents as well as the Turkish ones, but the Turkish text decides any dispute.

Insurers set their own entry ages, prices and networks; we found no official price list. As one published example, Ziraat Bank’s foreigner health insurance page (read October 2026) describes inpatient cover without limit at contracted hospitals, up to 250,000 TL at public facilities and 150,000 TL at non-contracted ones with a 20% share, and outpatient cover up to 15,000 TL a year at contracted providers. Before you buy, check five points in writing: the hospital network in your city, outpatient limits, the upper entry age and renewal age, pre-existing conditions, and whether the policy carries the circular sentence. The general trade-offs of local versus international cover are on our expat health insurance guide.

How good are private hospitals in Istanbul and Antalya, and what do they cost?

Turkey has a large private hospital sector, but there is no official price list for private patients, so costs depend on the hospital, the doctor and whether SGK or an insurer is involved. Press reports of the Ministry of Health’s Health Statistics Yearbook 2024 count 1,562 hospitals, of which 941 belong to the Ministry, 69 are university hospitals and 552 are private (secondary figures; we could not open the yearbook itself). World Bank data put health spending at USD 548 per person in 2023, with 19.0% paid out of pocket and 75.9% by government, and 2.24 doctors per 1,000 people in 2022.

Private hospital prices in IstanbulNo official or verified range found–NOT FOUND

The Alanya case shows how private prices are built: the hospital told reporters that it used the Turkish Medical Association’s fee database (HUV, formerly its minimum fee tariff) and that the resulting figure is a floor that cannot be lowered. One of the patients reported a €210 registration and examination fee and €440 for the drip. We found no verified price range for private hospitals in Istanbul or Antalya, so ask for a written estimate before planned treatment and check whether your insurer has an agreement with the hospital.

For residents, the practical question is who pays. With SGK you pay participation fees and any private-hospital extra charge. With a Turkish policy, contracted hospitals bill the insurer within the policy limits. With Care Expat World, plan to pay the hospital and claim afterwards: its documents make no promise of direct billing with Turkish hospitals.

Turkish lira volatility: why every price on this page is dated

Every lira amount on this page is tied to a date, because the Turkish lira has lost value quickly and lira prices are reset often. Central Bank (TCMB) buying rates show the lira worth about 43% less in US dollars on 27 October 2026 than three years earlier (our calculation). SGK premiums follow the minimum wage, which the Minimum Wage Determination Commission sets in lira for each year.

Central Bank buying rateTL per US dollarTL per euro2026 SGK premium (7,927.20 TL) in euros at that rate

27 Oct 202541.869948.7086€163
27 Oct 202649.699755.4243€143

The last column is an illustration only (our calculation): it shows how the same lira amount converts at different dates. Real SGK premiums for 2023 and 2025 were different lira amounts.

For budgeting, this cuts two ways. Lira costs such as SGK premiums, participation fees and Turkish policy premiums tend to rise in lira each year but can stay flat or fall in euro or dollar terms when the lira weakens. Euro-priced cover such as Care Expat World stays stable in euros but costs more lira every year, which matters if your income is in lira. Our international health insurance cost guide lists euro premiums for every age.

Medical tourism in Turkey: what it means for residents

Turkey sells health care to foreign visitors on a large scale. A DHA news report of 18 October 2026, quoting an adviser to the Turkish travel agencies’ association TÜRSAB, put 2025 at about 1.4 million health visitors and roughly USD 3 billion in revenue, and the first half of 2026 at 563,327 visitors and about USD 1.58 billion. The figures are not official statistics and the report gives two different totals for 2025, so read them as an order of magnitude.

For a resident, medical tourism is mostly a supply story: a large private hospital sector and packages for planned procedures. It is not an insurance story. A package price quoted to a tourist does not tell you what a long hospital stay or cancer treatment would cost, and residence permit rules still require the Turkish policy or SGK. If you plan treatment abroad from Turkey, note that Care Expat World’s terms exclude treatment that was the reason, or one of the reasons, for a trip.

Where does Care Expat World fit for expats in Turkey?

Care Expat World fits as additional worldwide cover on top of the Turkish permit policy or SGK, never as the permit insurance itself. Turkey lies in Zone 1, which covers the whole world except the USA, China and Singapore. The plan pays private treatment in Turkey and across that zone with free choice of doctor and no network, and Comfort and Premium add dental care, check-ups and glasses. What it does not do: count for the ikamet, cover Americans in the USA or Britons in the UK, or pay Turkish hospitals directly as far as its documents say.

Three plan rules shape how it fits a move to Turkey. Cover starts on the 1st of a month and never before you cross the border, so the Turkish policy has to be in place first anyway. Prior health insurance that ended no more than 12 months before the start is a condition, with a 31-day waiting period after a gap; for a Turkish permit policy, Medicare, the NHS or travel cover in that role, the documents don’t confirm this; ask Care Concept in writing. And the minimum term is 12 months, after which you can cancel to the end of the following month; cover also ends when you return to your home country for good. The full terms are on the plan details page.

Who gains most from the extra layer? People who travel across Europe, the Middle East or Asia from Turkey; people who want private hospitals without the limits of a minimum Turkish policy; and people who want cover that continues if they later move from Turkey to another Zone 1 country without buying a new policy. For readers whose home country is in the EU, home visits of up to 180 days a year are also covered; that benefit does not exist for Americans, Britons or Turkish citizens, as explained in international health insurance with home-country cover.

What is different for Americans and Britons in Turkey?

Very little in the permit rule, which is the same for both, but a lot in the home-country safety net: neither Medicare nor the NHS helps in Turkey, and neither country has a health agreement with Turkey that replaces the permit policy. GOV.UK states that Turkey has no reciprocal health agreement with the UK, and the S1 does not reach Turkey because it is outside the EU and EEA.

What does health cover in Turkey cost? 2026 comparison

In 2026 SGK costs 7,927.20 TL a month after the first year, a Turkish foreigner policy has no official price, and Care Expat World as extra cover in Zone 1 starts from €140 a month at 50–54 and €325 at 60–64. Over a full year at 60–64, Basic with the €3,600 deductible costs €3,900 in premiums and Comfort with €1,200 costs €7,860. In a heavy year you add the deductible: €7,500 on Basic and €9,060 on Comfort. From the second year, SGK plus Basic at 60–64 costs 95,126.40 TL plus €3,900; in the first year you pay the Turkish permit policy instead of SGK. The question to answer is not which is cheaper, since only the Turkish policy or SGK can carry the permit, but whether the extra private and worldwide layer is worth its price to you.

Checklist: health insurance for your Turkish residence permit

Worked examples: an American aged 58 and a Briton aged 62

Linda, 58, from Arizona, rents a flat in Antalya and applies for a one-year short-term permit on tourism grounds through e-ikamet after arriving on 12 March. For the appointment she buys a Turkish foreigner health insurance policy that carries the circular sentence and runs for the full year; its price is whatever her Turkish insurer quotes. Because she wants private hospitals beyond the policy limits and travels to Greece and Georgia, she adds Care Expat World Comfort with a €1,200 deductible from 1 April: €505 a month, or €6,060 for the 12-month minimum term. On trips to Arizona neither policy helps her, so she buys travel cover for those weeks. After her first year she applies to SGK at 7,927.20 TL a month (2026 rate; about €143 at the October 2026 Central Bank rate), uses the SGK document for her renewal, and drops the Turkish policy. From 1 January of the year of her 60th birthday she pays the 60–64 plan rate.

Ian, 62, from Leeds, moves to Istanbul before UK State Pension age. There is no S1 for Turkey, so he needs a Turkish policy for his first permit. He compares the extra layer: Care Expat World Basic at the €3,600 deductible costs €325 a month (€3,900 a year). He decides to start it in his first month, because he expects to need cover in more than one country and wants it in place before he reaches the plan’s entry-age limit; cover must start by 1 December of the year he turns 64, and it has no end age once he is in. After a year he joins SGK; once his UK State Pension starts, GOV.UK’s rule means he can only stay in as the policyholder, not as a dependant spouse. Visits to Leeds stay outside the plan throughout, because the UK is his home country.

What if you are 65 or older?

At 65 or older the Turkish public route stays open but international plans narrow: older official guidance exempts applicants over 65 from the permit insurance condition (confirm it, as the current checklist is silent), SGK opens after a year with no upper age in the documents we read, and Care Expat World is closed. For Care Expat World, the last possible start date is 1 December of the year in which you turn 64, and your age is counted as the calendar year minus your year of birth. A Turkish insurer may still offer a policy, on its own age rules. Without any policy, the first year before SGK is the risky period, so price a Turkish policy even if you do not need one for the permit. See age limits on international health insurance and expat health insurance for retirees.

Health insurance in Turkey vs nearby countries

Turkey asks that the permit policy be made in Turkey with set wording, and, unlike its EU neighbours, it offers no S1 route for UK State Pensioners. All the countries below are in Zone 1 of Care Expat World.

Turkey sits in Zone 1: the whole world apart from the USA, China and Singapore, with stays in those three limited to emergencies on trips of up to 42 days; Americans are not covered in the USA at all, because it is their home country. The terms pay at home only when the home country belongs to the EU or Schengen area, which leaves Americans without cover in the USA and Britons without cover in the UK. Care Expat World is not a policy made in Turkey and does not replace the Turkish policy or SGK document your residence permit needs; nothing here claims that the migration authority will accept it. Already 65 or older in the year cover would start? This plan is closed to you; we are preparing a comparison of plans without an entry-age limit. Prices for every age are on the Care Expat World overview.

Frequently asked questions

Do foreigners need health insurance to live in Turkey?

Yes. Turkish law refuses entry and residence to foreigners without valid health insurance for the stay, and the residence permit (ikamet) checklist asks for cover that runs for the whole permit period. Accepted proof is a private policy, an SGK document, or a document under a bilateral social security agreement.

Can I use my international health insurance for a Turkish residence permit?

Not for an application made inside Turkey. The 2014/9 insurance circular says policies for permit applicants must be made by insurers authorised in Turkey or by the Turkish offices of foreign insurers, and other policies are not processed. Only an application made from abroad may use a foreign policy, and only if it gives the circular’s minimum cover in Turkey.

What sentence must a Turkish residence permit health insurance policy contain?

The policy must state that it covers the minimum cover set out in the circular of 6 June 2014, number 9, on private health insurance for residence permit applications. The migration authority’s checklist repeats that sentence and asks for the signed and stamped original at the appointment.

Do people over 65 need health insurance for a Turkish residence permit?

Official migration guidance says the insurance condition is not applied to applicants under 18 or over 65, although anyone who already has insurance must present it. The current first-application checklist does not repeat the exemption, so confirm it with your provincial migration directorate before you apply without a policy.

When can a foreign resident join SGK in Turkey?

After one year of residence. Law 5510 says foreigners are not treated as general health insurance members until their residence in Turkey has lasted one year, and the SGK booklet adds that you must hold a residence permit and not be insured under another country’s system. Membership is voluntary and starts on request.

How much is SGK general health insurance for a foreigner in 2026?

7,927.20 TL a month from 1 January to 31 December 2026, according to SGK Circular 2026/2: twice the gross minimum wage of 33,030 TL, times 12%. At the Central Bank rate of 27 October 2026 that is about USD 160 or €143 a month (our calculation).

Do foreign students pay less for SGK in Turkey?

Yes. SGK Circular 2026/2 sets 1,321.20 TL a month for foreign students in 2026, based on a third of the minimum wage. Students must apply within three months of the start of the school year, and they do not have to wait a year; those who miss the window cannot join under the student rule.

Does SGK cover chronic conditions a foreigner already had?

The migration and SGK booklet for foreigners says general health insurance covers illnesses except chronic illnesses that began before you became a member. The booklet is from 2014, so ask your provincial SGK office whether this rule still applies before you rely on it for an existing condition.

Can my spouse be covered on my SGK membership in Turkey?

The SGK booklet lists spouses, children under 18 (longer in education) and parents you support as dependants, if they live in Turkey and are not insured elsewhere. GOV.UK adds that someone receiving the UK State Pension can only join as the policyholder, not as a dependant spouse.

Is there a reciprocal health agreement between the UK and Turkey?

No. GOV.UK says Turkey does not have a reciprocal health agreement with the UK, and the S1 cannot be used there because Turkey is outside the EU and EEA. British residents use a Turkish private policy, SGK after a year, or both, and add other insurance if they want it.

Does Medicare pay for treatment in Turkey?

Only in rare exceptions. Outside the United States Medicare generally pays nothing, which leaves Americans in Turkey needing a Turkish policy for the permit, SGK after a year, or international cover on top. Decide about Medicare Part B before you move.

How long is a Turkish short-term residence permit, and does my insurance have to match it?

A short-term permit is issued for at most two years at a time under Law 6458, and the checklist says the insurance period must cover the permit period you ask for. The implementing regulation asks for a one-year private policy, renewed at year end, when you request a year or more and are not in SGK.

What health insurance does a Turkish long-term residence permit need?

Valid health insurance is one of the legal conditions for the long-term permit after eight years of continuous residence, and the checklist asks for a private policy of at least one year or an SGK document. An SGK membership counts as valid insurance for this permit too.

Does a Turkish family residence permit need insurance for every family member?

Yes. Law 6458 requires the sponsor to have health insurance covering all family members, and the migration guidance repeats that the sponsor’s cover must include the whole family. SGK provision documents must also name both the sponsor and the family members.

Does the Turkey digital nomad visa require health insurance?

The official GoTürkiye requirements page lists age 21 to 55, a university degree and income of USD 3,000 a month or USD 36,000 a year, and it does not mention health insurance. If you then apply for a residence permit to stay longer, the normal ikamet insurance rule applies.

What is the minimum cover of a Turkish foreigner health insurance policy?

The 2014/9 circular sets yearly minimums: outpatient care with a 2,000 TL limit and a 40% share for you, and inpatient care without a limit at contracted hospitals or up to 20,000 TL with a 20% share elsewhere. These amounts were set in 2014 and have not been changed in the text we read.

Can I cancel my Turkish residence permit insurance early?

Only in three cases under the 2014/9 circular: you show a new policy covering the permit period, your permit is cancelled, or you prove you have joined SGK general health insurance. The premium is then refunded day by day, and an insurer that ends the contract must tell the migration authority within five working days.

How much does a private hospital visit cost a foreigner in Turkey?

There is no official price list for private patients. In one case reported in August 2026, two Swiss tourists paid about €646.72 each at a private hospital emergency department in Alanya for an examination, a drip, blood tests and medicine; the hospital said it priced from the Turkish Medical Association fee database.

What do SGK members pay at a private hospital in Turkey?

A participation fee plus any extra charge the hospital adds. From July 2026 the examination fee at private hospitals rose from 60 TL to 100 TL, and at second-level state hospitals from 26 TL to 50 TL, according to press reports of the 1 July 2026 Official Gazette change. Family doctors charge no fee.

Why do health insurance prices in Turkey change so often?

Because they are in Turkish lira. The Central Bank’s euro rate rose from about 29.69 TL on 27 October 2023 to about 55.42 TL on 27 October 2026, and lira amounts such as the SGK premium are reset each January with the minimum wage. Read any TL price with its date.

Does Care Expat World count as the health insurance for a Turkish ikamet?

No. It is a German group contract arranged in Bonn, not a policy made in Turkey, its documents do not carry the circular sentence, and it starts only after you cross the border. Use a Turkish policy or SGK for the permit and treat Care Expat World as extra worldwide cover.

How much is international health insurance in Turkey at 60?

As extra cover on top of the Turkish permit policy, which you pay separately, Care Expat World in Zone 1 begins at €325 a month for ages 60–64 on Basic with the €3,600 deductible; Comfort with the €1,200 deductible is €655. A surcharge or an exclusion after the video health interview is possible.

Are Turkish citizens living abroad covered by Care Expat World when they visit Turkey?

Not if Turkey is their declared home country. Under the binding German terms, stays at home are insured only for people whose home country belongs to the EU or the Schengen area, and Turkey belongs to neither. Someone living in Germany for more than 180 days a year cannot join the plan at all.

Are Americans living in Turkey covered by Care Expat World on trips to the US?

No. The USA is your home country, and the terms pay at home only for EU or Schengen home countries; the emergency cover for short trips to the USA never applies in your own home country either. Plan separate cover for US visits.

Does Care Expat World need previous insurance before a move to Turkey?

Yes. You must have held health insurance until no more than 12 months before cover begins, and any gap triggers a 31-day waiting period. Can a Turkish permit policy, Medicare, the NHS or travel cover serve as that earlier insurance? The documents don’t confirm this; ask Care Concept in writing.

Is Turkey a medical tourism destination, and does that help residents?

Turkey markets itself for health tourism: press reports in October 2026 put 2025 at about 1.4 million health visitors and roughly USD 3 billion, figures attributed to a tourism association adviser and not to official statistics. Residents can use the same private hospitals, but each hospital sets its own prices.

Where these facts come from

Official sources differ on the over-65 exemption: the migration guidance states it, the current first-application checklist does not repeat it. The circular’s minimum cover amounts are from 2014 and the SGK booklet’s chronic-illness rule is from the same year. We found no official price list for Turkish foreigner policies or private hospitals in Istanbul or Antalya. Check with your provincial migration directorate, SGK office and insurer before you rely on a figure.

Why do expats in Turkey add Care Expat World to their Turkish cover?

What it gives you

  • A large German insurer behind it: the risk carrier is Barmenia Krankenversicherung AG, part of the BarmeniaGothaer group (premium income of about €9.27 billion expected for 2025, company announcement of 15 December 2025), supervised by Germany's financial regulator BaFin.
  • No annual maximum on total benefits, and no fixed end date or end age once you are in.
  • The insurer gives up its right to cancel in the normal way, so it cannot end your cover with ordinary notice, for example after large claims.
  • Free choice of doctor, with no network you must stay inside.
  • Pre-existing conditions are judged one by one in a video interview, with no blanket exclusion.
  • Check-ups, dental treatment and vaccinations are paid without touching your deductible (where your level covers them).
  • No fixed home address needed, and you can apply while already living abroad.
  • 14 days to change your mind after you sign.

What to know first

  • Cover must start by 1 December of the year you turn 64.
  • Minimum term 12 months; cover always starts on the 1st of a month.
  • The interview can lead to a surcharge, an exclusion or a refusal.
  • 10-month wait for pregnancy, dentures and orthodontics.
  • No home-country cover if your home country is outside the EU/Schengen area (for example the USA or the UK).
  • Not for people living in Germany, and no written confirmation yet that it meets any specific visa rule.
